The answer to these charges is as follows:

On 9th December, 1937, a conference was held in

the I.R.C. offices with Dr. P.Z. King, representing
the Ministry of Health, Dr. R.K.S. Lim and two
others representing the National Red Cross Society
of China, and five members of the Executive Committee
of the International Red Cross Committee for
Central China, to discuss how overlapping of work
might be avoided. At this meeting the following
principles were agreed to and later initialed on
behalf of the different parties.
(a) That the Army Medical Service take full
responsibility in dealing with the military
hospitals.
(b) That the International Red Cross Committee take
over responsibility for all other hospitals with
such support from the Weishengshu (National Health
Administration as should prove necessary.
(c) That the Chinese Red Cross shall not maintain or
open additional hospitals, but shall put at the
disposal of the military hospitals its personnel
and supplies for the maintenance of mobile units
operating units for work in military hospitals,
and dressing units for intermediate points.

It was pointed out at this meeting that it was undesirable
for the International Red Cross to deal at all with the
military hospitals, and this our Committee accepted, though
on occasions of special urgency we have not hesitated to
give what help we could. Specifically, we are charged with
discriminating against the 8th Route Army. It would be
